The Transported Asset Protection Association (TAPA) EMEA has published the revised Facility Security Requirements (FSR) 2026 and Trucking Security Requirements (TSR) 2026, which will come into force on 15 September 2026.
For marine cargo insurers, the updated standards are relevant as they address security risks affecting cargo throughout the supply chain, including during storage and road transportation to and from ports. Stronger security controls can help reduce the risk of cargo theft and associated losses.
The most notable change to TSR 2026 is its structure. Security requirements for different vehicle types have been consolidated into a single TSR Standard, while a separate Certification Framework Document describes the certification process, including auditing, sampling, re-certification, corrective actions and waivers.
Both FSR 2026 and TSR 2026 are currently available in transitional versions. Changes from the 2023 standards are highlighted, with previous and new requirements shown side by side. This provides companies and other stakeholders with an opportunity to familiarise themselves with the changes before the new standards take effect.
TAPA EMEA plans to make training modules for the revised certification processes available by the end of August 2026. The transitional documents will be replaced by clean final versions shortly before the 15 September 2026 go-live date.
