EU Business seminar on Comprehensive Implementation of Maritime Provisions of DPRK UN Security Council resolutions (UNSCRs)

The Netherlands, in coordination with the United States, convene a half-day business seminar on Comprehensive Implementation of Maritime Provisions of DPRK UN Security Council resolutions (UNSCRs). The seminar will be held virtually on March 4, 2021 at 01:00 PM UTC+1.  The meeting will bring together independent experts and private sector entities from across the maritime supply chain within the European Union in order to (1) share best practices and due diligence methods to raise industry standards in implementing maritime UN sanctions on the DPRK  and (2) enhance the dialogue between governments and the private sector in order to better detect the evolving methods used by the DPRK to evade sanctions.

This seminar aims to contribute to efforts to enhance due diligence across the maritime industry, including oil companies, maritime insurers, banks, brokers, ship owners, and providers of bunkering services. The DPRK’s widespread sanctions evasion requires a greater degree of due diligence by industry and guidance by governments. Best practices for the full implementation of the maritime provisions of DPRK-related UNSCRs will be discussed, including provisions related to export controls, ship registration, port access, and the provision of services to DPRK-linked vessels. Participants are encouraged to discuss challenges and opportunities they see in sanctions enforcement by sharing experiences and identifying opportunities to overcome coordination challenges.

The workshop will run for three hours and will be held under the Chatham House Rule, meaning no comments will be directly attributed to any speaker or country. The session will be moderated and chaired by experts from Small Arms Survey, an independent research project located at the Graduate Institute of International and Development Studies in Geneva, Switzerland and the Royal United Services Institute, a U.K.-based, independent research institute, in cooperation with the United Nations DPRK Panel of Experts. The Netherlands and the U.S. will welcome all participants, followed by presentations from different sectors on compliance standards. During interactive breakout sessions, participants will discuss the role of umbrella and trade organizations and current challenges and opportunities for insurers and the financial and maritime sectors.
